1. What is the scheme about?

The objective of this Scheme is to encourage skill development for youth by providing monetary rewards for successful completion of approved training programs. Specifically, the Scheme aims to:

  • encourage standardization in the certification process and initiate a process of creating a registry of skills; and
  • increase productivity of the existing workforce and align the training and certification to the needs of the country.
  • provide Monetary Awards for Skill Certification to boost employability and productivity of youth by incentivizing them for skill trainings
  • reward candidates undergoing skill training by authorized institutions at an average monetary reward of 10,000 (Rupees Ten Thousand) per candidate.
  • benefit 10 lakh youth at an approximate total cost of 1,000 Crores.
  • 2. What would be the entire process of the money transfer to the fully certified trainee?

    The money transfer would be triggered by the Sector Skill Council after doing the Due Diligence of the records submitted by training provider via Skill Development Management System (SDMS).

    On receiving the trigger from the Sector Skill Councils, NSDC will clear the payment and advise the designated bank electronically to do the direct transfer of the award money into the trainee’s bank account.

    In case the trainee has undergone training on credit with the , the is expected to make arrangements with the bank and the trainee for the auto-debit functionality, so that the credit money is automatically debited to the training partner’s account.

    4. What is the eligibility Criteria for the scheme?

    This scheme is available to any candidate of Indian nationality who:

  • Undergoes a skill development training in an eligible sector by an eligible training provider
  • Is certified during Financial Year 2013–2014 by approved assessment agencies
  • Is availing of this monetary award for the first and only time during the operation of this scheme.
  • 5. Which are the courses available across sectors/ Industries?

    While the scheme is intended to cover all job roles in all sectors, it will initially cover only a limited number of high-market-demand Job Roles. Refer to SSC section on the website

    6. Which training centres are conducting training under the Scheme?

    There are multiple training centres registered presently across country. List of training centres along with the courses they provide and locations can be found under Our Presence link in our site.

    7. Does a trainee need to pay for the training?

    Trainee will need to pay for the training and assessment fees upfront to the Training Provider. Upon certification, instruction will be sent to bank to credit the monetary award to the registered account number with 10 days.

    The Affiliated Training Centers can also provide credit to such candidates and waive off the course fee but still need to collect the Assessment fee. The Affiliated Training Centers would then be paid from the award money after the candidates gets certified.

    8. What is the Registration Process?

    Any eligible candidate can go ahead and get registered with any of the approved Training Providers for the approved courses. Affiliated Training Centers captures all the candidate details in the system and facilitates the training.

    9. Is it compulsory to have an Aadhaar number for registration?

    At the time of registration, it is desirable that the trainee shares the Aadhar number with the Affiliated Training Centers. In case the Aadhar number is not available at the time of registration, it is mandatory to share aadhar receipt no. or the mobile number. While the trainee can undergo training without an Aadhar number, certificate generation and monetary award is not possible without the Aadhar number. The trainee must get an Aandhar number before assessment and certification is completed. The Training Provider may support the trainee in the creation of the Aadhar number before training completion.

    10. Who will conduct the assessment and what happens if the trainee doesn't pass the assessment?

    SSC appointed Assessment Agencies, independent of the training provider, will facilitate the assessment and report back results for certification and bank transfer, if certified. A candidate can undergo assessment any number of times for qualifying for a particular job role, at any approved assessment agency by paying the assessment fee. A candidate has to undergo formal training as a prerequisite for assessment.

    11. How much time will it take for the bank to transfer the training amount?

    The instructions will be sent to the bank to credit the award money to the certified trainee’s bank account in about 10 days after the certificate generation.

    12. Does the scheme provide for any guaranteed placement process after the certification?

    Training is intended to develop and certify skills against industry standards. It is to be viewed as an opportunity to becoming employable. The scheme in itself doesn’t guarantee any placement.

    13. Can the scheme be availed for upgrading skills?

    Yes, anybody including working professionals can enrol in the scheme as long as job role/ QP falls under levels 1 to 4 in the NSFQ.

    14. What are the eligibility criteria to become a Affiliated Training Centers with Us ?

    All private institutes those who are working under any diploma, degree or certification course or coaching centre fulfil our Annexure I of norms and conditions to become ATC can become our affiliated training partner.

    Any other training provider who wishes to participate in the scheme needs to contact the relevant person and get affiliated through a formal process based on an Affiliation Protocol, which will be available on our website.

    15. What is the registration Fee?

    Rs.5000/- as one time registration fees.

    16. What is NOS and QP? How do we get access to those?

    National Occupational Standards (NOSs) specify the standard of performance that an individual must achieve when carrying out a particular activity in the workplace, together with the knowledge and understanding they need to meet that standard consistently. Each NOS defines one key function in a job role. In their essential form, NOSs describe functions, standards of performance and knowledge / understanding.

    Qualification pack is a set of NOSs, aligned to a job role, called Qualification Packs (QPs), would be available for every job role in each industry sector.

    17. Who will do the assessment of the trainees?

    After Affiliated Training Centers have intimated SSC on completion of training, SSC will appoint an assessment agency who will contract a certified assessor to do the assessment against relevant NOS and report back the results.

    18. Will the training provider have any access to the assessment money?

    Training provider would collect the assessment fee along with the training fee from the trainee. They will remit this amount to the Sector Skill Council on the first day of each training batch.

    19. Who will pay the money to the Affiliated Training Centers if the candidate is on credit and drops out without giving the assessment?

    Affiliated Training Centers will bear the risk if the trainee doesn't get certified because of not appearing for assessment or not being able to clear it.

    20. Can individual Assessors and Trainers be a part of the scheme?

    Yes, they can also do the required training and avail the benefit of the scheme.

    21. Who decides the cost of training?

    Affiliated Training Centers are free to decide the cost of the training. The rates should be in line with the market forces to reap the maximum benefits.

    22. What happens to the training fee if the trainee wants to drop out in the middle of the program?

    The decision authority of training cost refund is Affiliated Training Centers themselves. Assessment cost however can't be refunded as they are paid to the SSC on the Day 1 of the program.

    23. Who will bear the printing cost of the certification?

    Affiliated Training Centers will receive the PDF form of the certificate. Affiliated Training Centers are required to print the certificate at their own expense.

    24. Can multiple copies of the certificates be printed by Affiliated Training Centers, if one gets spoiled?

    Yes, Affiliated Training Centers will receive PDF certificates. They can print as many copies as they like. The QR code printed on the certificate will help in uniquely identifying the certified candidate.

    25. Why is this scheme beneficial for training providers?

    The Scheme will allow Affiliated Training Centers to attract students and provide an opportunity to operate centers in greater capacity than before.

    26. How are states being managed where Aaadhar card is not being issued?

    In 17 states Aadhaar enrolments currently do not happen. However, these states get covered by the Enrolment agencies working under NPR (National Population Register).

    NPR is a location based identity system and the trainee(s) can get enrolled at NPR centers which are set up at District level.

    The Biometrics and Demographic details get shared with UIDAI and if the trainee has not enrolled for Aadhaar earlier, their Aadhaar number gets generated.

    The candidate can provide his NPR number(if any) and get enrolled under STAR. However disbursement of Monetary Reward may be delayed till Aadhaar number is not generated.

    27. How will NSDC/ SSC support in the issue of Aadhaar card to trainees?

    NSDC will sign an MoU with UIDAI to expedite the Aadhaar generation process of the trainees registered in the scheme. The contacts of Common Service Centers (CSC) will be shared with Affiliated Training Centers to facilitate the process.

    28. Is placement being tracked after the training?

    Training is intended to develop and certify skills against industry standards. It is to be viewed as an opportunity to becoming employable. The scheme in itself doesn't guarantee any placement. However, it is recommended that Affiliated Training Centers track the trainee's placement informally and update it on the SDMS.

    29. How do Affiliated Training Centers know the assessment Criteria?

    Assessment criteria against each course will be prepared by SSC on the basis of performance criteria within QPs and will published on the scheme website for reference

    From Assessment

    30. What is the assessment and certification process?

    After the completion of course, Affiliated Training Centers intimate respective SSC. SSC will then initiate the process with Assessment agencies that will in-turn contract an assessor from the pool of SSC certified assessors. Assessors conduct assessment against the standards and report back the results. The certificates for qualified trainees is then printed and handed over to the Affiliated Training Centers for awarding the trainees. All this information flows through a system called SDMS which all stakeholders have an access to.

    31. What are the trainees assessed against? What will be the nature of assessment?

    All assessments will conform to assessment guidelines laid down by the concerned SSC for each QP. The Affiliated Training Centers need to ensure that the training course that they are offering are aligned to the documented NOS and QPs standards

    The concept based assessments can be done either online or via pen and paper - it will be at the discretion of the SSC. However, all skill based assessments will to be done physically. Sector skill council has the liberty to design the right mix for the nature of the assessments.

    32. Who will pay for the assessors?

    Assessment agency will pay to assessors after receiving their share from the Sector Skill Councils. Affiliated training centers has nothing to do with assessment fees.

    33. Can the assessors operate independently without pairing with the assessment agencies?

    No, they have to be routed through the assessment agencies. However, they have to be trained and certified by the Sector Skill Council.

    34. Do assessors work under SSC?

    SSCs will only responsible for certifying the assessors. Deployment of assessors from the pool of SSC certified assessors lays with the assessment agencies.

    35. Can assessment agencies choose any assessors?

    Yes, they are free to choose the assessors as long as they are certified by relevant SSCs.

    36. Would assessment agencies be paid as per the number of trainees they assess?

    Assessment agencies will be paid as per the number of trainees registered by the Affiliated Training Centers.
